Croat working in the UK

According to the documents

a Croat who is married to a UK citizen has the automatic right to work in the UK, and the right to apply for a Blue Certificate to "prove" they have the right to work.
Does anyone know if the UK civil service will take on an employee who is in this position and has applied for but not yet received their certificate?
