appeal on eu permanent certificate

hi there need some advice as I am clueless on that to do. I recenly received a refusal letter for my application for residence permit on the grounds that my husband didn't not satisfied the requirements on his for his application for permanent residency certificate. His application was refused on the basis that he didn't show that he didnt provide any evidences that he exercised his threaty rights for 5 consecutive years.
He was born in south ireland and came here when he was 3 (now 47). He finished his studies here and has been working since he has 16. He was off work in the last 3 years due to health issues but last year he started to work again and recently registered as self employed.
Our problem is we cannot provide any evidence for his education (school certificates) and work related document (like p60 or pay slip) because all his documents got either lost on the train or with his ex. We tried to contact the education bodies but they were unhelpful. We rung hmrc to request for employment history but was told that it could take 28days. Unfortunately for us we dont have that long. so really we are stock!
Any suggestions, advice please! much appreciated. also do we need to submit another application for both or us? will online or post be better? thank you
