COA

I am in employment at the moment. I applied for my EEA4 on July 4, Received July 5 by UKBA. My EEA 2 expired on July 25th. I sent my biometrics off on Aug 11. My employer did a check and the letter advised they did not grant my COA and 'cannot give a statutory reason'. What does this mean? I rang the Home Office and was given a number for my employer to call.
