EEA residence permit refusal - urgent advice needed

Hi All,
Just received a refusal for my wife's EEA residence permit.
Refused on centre of life. We were in France for just under 6 months, but my wife became pregnant so we had to come back a little earlier than planned.
Baby was born in March 2017 and is British.
We have the 14 days to appeal, I'm in need of urgent advice on how to proceed. Baby can't go back to China because he doesn't have a passport or visa.
Very down about this, having waited over six months - applied at the end of January - seems like all for nothing.
