Uk Residence Card as an Extended EEA family member

Hello,
I am a non-EEA citizen (Argentinian) and my brother is a EEA citizen (Portuguese) and he will move to London in October.
I would love to start a regular life in the Uk (London) to work and finish my studies.
Can I apply for the UK Residence Card?
If so, how, when and where?
