Documentation and clarification

Hi All,
I'm new to this forum and am trying to get information to ensure I'm able to get everything right. My wife is Portugal citizen and has been living in London for the past 6 weeks. I would like to apply for an EEA family permit to be able to come and work in UK.
1. Is it necessary for my wife to have a job before I can apply for the permit
2. She has been applying for job in her area, however she still needs to crack an interview
3. We have been married for 16 years and have a son who is 13, we booth are currently in Bangalore, India and I would appreciate if I can be directed to a link which highlights the documents required for us to process the papers
