Bringing Non Eu child after SS Route completed

hi people my case is a bit complicated, me non eu and my BC spouse completed ss a yr ago and i hold 5yr EEA RC, so my question is it possible i apply for fp for my child to bring her to uk (the said child is 16) using evidence of us exercising our eu rights, i would apply for fp in another EU country i understand from their guidelines that a non spouse needs to be with their EU spouse wen exercising eu rights but no mention of children that they should be in the host country, its really a grey area. tia x
