NiNo Refused

Hello,
My Non-EU spouse was entering the UK with EEA "dependent ink stamp." And applying for the NIN. The application has been refused, reason as shown below: "Failed to provide sufficient evidence of your right to work"
And the advice, apply for the work visa !?!?

Can this mean that DWP does not recognise the EEA "dependent ink stamp."?
The situation is becoming more and more complicated.
Without NIN cannot open(or joint) a bank account, without bank account less evidence for Residence Card...
Is there any regulation on this? Or in that case, the only way out, apply for the resident card?
