EEA dependant Visa

Please help me with my query. I have received my EEA entry permit valid for 06 months to join my spouse who is an EEA national. I understand that i now have to apply for the 05 years visa while the EEA permit is still valid. What i am trying to understand is - Do i have to apply for this 05 residence permit from inside UK? or can i apply for this from UAE (i got my EEA permit from Dubai). What is the duration they will retain my passport if i have to apply for this visa from UK? How many days prior should i submit my visa application?
