only non EEA PR received, but not the eaa PR and our passports and documents

Sorry I couldn't find an answer for my question in any post.... Can anyone tell me if that has happened to them?
Applied for PR as a non eea wife of an eea national and our son eea national.
I checked my visa application status last week on the website and it was saying DECIDED. Then last Friday 22/09/17 I received my non eea PR and it was saying that according to my DECISION LETTER, I should know that the answer was positive. But I haven't received any decision letter and we haven't received our passports, supporting documents and their eea PRs.
Is this normal? should I contact them or wait a little longer?
I'm trying to check my son's and husband's applications status but the website seems not to be working.
I 've read in this forum that people receive their PR and documents together, so I'm a bit worried.
I've also tracked the pre-paid envelope that I sent to them but it says it hasn't been used yet. Last time I apply for family residence card, I also sent a pre-paid envelope but received all my documents as 2nd class signed for >:/ so I'm worried about this too...
