EEA FP switch to FLR(M) - possible?

Hi all,
My wife is here in the UK on an EEA Family Permit (via Surinder Singh Route).
Rather than apply for Residence Card (worried about Brexit etc and how that will affect SSers), is it possible to apply for FLR(M) instead?
I have heard some people have done this but would appreciate some clarification.
