How can Italian national with idefinite stay in switzerland bring Iraqi wife with idefinite stay in switzerland?

Hello guys and gals
need information for a friend who is Italian citizen living in switzerland with his Iraqi National wife with Indefinite stay in switzerland i.e both have indefinite stay in switzerland "B".
The friend want to move to UK as he can with no problem but will the wife have to apply for tourist visa to UK in switzerland?
any feedback is welcomed.
