Permanent residence or visa after EEA spouse visa??

Sorry if this been asked before, I can't really find any topics.
So my husband is from ukraine, I'm EEA national. He been on EEA spouse visa 4.5 years and been working full time job all this time.
We are bit confused, do he need extend this visa, apply for different visa or apply for permanent residency or what? We are planning to stay in UK for rest of our life.
