Urgete: When can I apply for Permanent Residence Non-EEA?

Hello guys, I have a simple question. I am non-EEA married to a Portuguese citizen, I have a residence card which will expire June 2018 (Home Office took a year to send it). We have been together married for 5 years this month (Nov 2017). She's been self-employed all the way and I am employed. When can I apply for Permanent Residence? Now or should I eat one month/3 months before the RC expires? Tks!
