When to apply for PRC?

Dear members,
I am a bit confused when we can apply for permenant resident card for my wife.
We got married on March 2013 and my wife arrived in the UK on 5th August 2013. She got her resident permit on January 2014.
Does her 5 year period end on August 2018 or do we have to wait till January 2019 before we can apply for PRC?

Thank you for your reply. Do you maybe know when we should send the application form for PRC? Do we send it after 5 August 2018 or can we also send it before her 5 year resident card is expired?

This one.
You can send it 28 days before 5 August 2018 (and not before). Resident card expiry is not relevant.

You can send it 28 days before 5 August 2018 (and not before). Resident card expiry is not relevant.
There is no "28 days before" concession for EEA/EU applications. It is ONLY applicable to UK immigration/visa applicationa. The spouse needs a dull 5 years residence from date of entry to the UK for EEA PR application.
