Registration Certificate EEA

Dear all,
I would like to apply EEA Registration certificate as I am in the UK as a QP.
I have been noticed that I can include the family member.
Can I include my brother as an extended family member who is a non-EEA national and living
now outside of the EEA.
I'd like to apply the Registration certificate as I heard that it would facilitate to bring the family member.
I am not sure if I can include them as I see on the form there is an option to fill up additional applicant whilst I was filling mine.
I am also not sure if my wife needs to be added as she's in the UK with me through the Family permit who is also a non-EEA national.
