Tuition fees for dependent of non-EU family member of EU person

Hello,
I am a Nigerian national living in the UK, and I am married to an Italian citizen living in the UK as well. I have a residence card for a family member for an EU national, which allows me to work in the UK, and also live there.
My question concerns my younger brother, who still lives in Nigeria. He will be coming to the UK for postgraduate studies, and I would love to clarify a few things about his tuition fees.
1) Being that he would be dependent on me for a portion of the fees and for sustenance, while in the UK, will he be considered a dependent?
2) Will he be eligible for the EU/Home student tuition fees, or will he have to pay as an international student?
