Some advice please

Italian passport holder already in the UK how can he apply foe a UK residence permit??
Does he have to be in the UK for a minimum period etc etc
What is the criteria for this

Can he work with a italian passport??

Until the full implementation of Brexit when any major restriction might take place over eu national's right of movement and work you can freely work and live without applying any residence permit.

The person does not have to, but he or she can apply for registration certificate once he or she starts exercising treaty rights.
