Surinder Singh - PR application

So after some advice on here we are applying for permanent residence. Non eu husband has been here 5 years after SS residence card.
We’ve come across Regulation 9 which wasn’t an issue when he applied in 2012/2013 but they’re asking for this ‘extra’ proof in the application. Are we required to provide evidence of me transferring the centre of my life to the eu state? I haven’t got much (mainly because I didn’t know I would need to keep evidence of me socialising etc at the time) so I only have the documents we submitted previously like national insurance I paid and income tax. We had our son with us but there wasn’t a nursery near by and he was looked after by my sister in law while I worked, I taught myself the language and practiced with friends no course. There were no ‘groups’ I could have joined.

This page suggest we’re not subject to regulation 9 (annex A) but everything else I read suggests we are :?

I spoke to two immigration solicitors over the phone today re consultation to discuss regulation 9 and have been told that because the rules changed in 2016, I should have been employed or as I was self sufficient my husband should have comprehensive sickness insurance.
His 5 year residence card was issued 2013 and at the time there wasn’t any need for csi. I remember inquiring and being told it wasn’t needed as I was British.
He has been in full time employment the whole time and of course pays NI. Are we really likely to be refused on this basis? I’m a little sceptical to trust someone who wants to charge £250 to come in and discuss it further!

The guidelines were recently changed so I think this should mean you are okay.
