Which VISA apply for? Couldn't find in any other topic!

Hello, I have searched in other topics but couldn't found an answer for my the question I have in mind.
I am a EEA Citizen (Italian), as my daughter and got an offer to work in the UK. I am leaving in 2 weeks. My fiancé will leave later with our daughter, we live together for more then 2 years here in Brazil. She doesn't have the EEA Citizenship yet, how she should proceed? Which VISA is the best one and is it better for her to get outside or inside the UK? We are really struggling with this topic, because I couldn't find any answer related that fits our situation.
If someone could help us out, I would appreciate A LOT!
