Hello,

I can't find the answer to this question anywhere in a clear concise manner. Is the S041 (E104) form issued by an EU member state considered to be a valid form of comprehensive sickness insurance by the home office/UKBA for the purposes of a permanent residency (PR) application ?

Yes it is, even though it does not appear on the Home Office's list.

A Form S041 confirms that for the period indicated in section 5, you were covered by your home social security system and that any healthcare you obtained in the UK would have been reimbursed by your home country. It therefore counts for the purposes of comprehensive sickness insurance.
