Extended family member of an EEA national

Hi there,
I'm a Pakistani national. Married to my second cousin he lives in UK he went there on a student visa but after a year changed his visa to Extended family member of EEA national his brother is an EEA national residing in UK for more than a year on 22/01/18 I applied for EEA FP from Islamabad and after 11 working days I got refusal letter. The reason they refused my visa was that they changed the law from Feb 2017 that states 'right of extended family applies to EEA national's relatives and not to EEA national's spouse relatives. Thought I'm relative of EEA national.
What should I do now?
I provided all proofs of my relationship to my EEA cousin.
Should I reapply or appeal?
Though appeal is a lengthy process plus it may not be appropriate for Extended family members.

That is clearly wrong. Provided the extended family members are dependent on the EEA, they should be fine.
