Not sure what your questions is, but strangers on an immigration forum cannot answer your query. We don't work for Home Office and this is NOT a home office website.

Dear sir/mam
My father is a UK citizen and has applied for residence card for his spouse and 3 dependent children. Biometric has been done 2 weeks ago, still the residence card is not received.
Request you to share as to how much time will it take to get the residence card and my documents back (e.g. passports).
Regards
Vijay

Did your father and the family live and work in another EU member state (not UK)?

Family settlement visa
So what application are you waiting for then as 'spouse/family of EEA national' if you already have a settlement visa??

Permanent residence card for 5 years.
You don't qualify for a permanent residence card.
Who told you to apply for a PR card???
What form did you complete for the PR card??
Your settlement visas are your visas and you need to hold that visa for 5 years before you can apply for Indefinite Leave to Remain under the UK immigration rules.
Your settlement visas would have been valid for 30 days in your passport. You then have to collect your Biometric Residence Permit cards from the Post Office you nominated when you applied for the settlement visa. The Biometric Residence Permit will be valid for 2.5 years.

Dear sir/mam
The application has been applied for residence card to remain in the UK as a spouse (with 3 dependents) of an EEA national (father).
We had our biometric done but residence card is awaited.
Request you to guide as to how much time does it take in such cases.

You don't qualify for a residence card as the family of an EEA national. As your father is British, he and dependents are excluded from using the EEA residence card route UNLESS he and the family have lived and worked in another EU country (not the UK).
I don't understand what you have applied for if you already have settlement visas???
What is the exact wording of the type of visa you got in your passport that you came to the UK on?

Dear sir/mam
My father before coming to UK has worked in Portugal and has got the nationality.
He has applied for permanent residence card 5 years for spouse and three dependents, the visa (6 months) was applied which allowed us to come over here. We then applied here to extend the visa and applied for 5 years PR (extension to 6 month visa)
The National Insurance was applied got it on time. Biometric was done on time. But the residence card is awaited.

You are not very clear on anything in your posts.
Is your father dual British and Portuguese?
Your father working in Portugal years ago is irrelevant.
There is no 'permanent residence card for 5 years'. It is an EEA Residence Card. Applying for permanent residence is a separate process AFTER 5 years residence.
The 6 month visa you state is likely an EEA Family Permit and not a 'settlement visa' which is a completely different application under completely different rules.
