Time requirement for ILR via spouse

Hello,

I've been in the UK for 6 years, 5 of which my wife and I were living together (been married for 1.5 years). I originally came to the UK on Tier 2ICT then 2 years ago switched to EEA Permit (My wife is an EEA Citizen/British Citizen).

For ILR, do I need to be on a partner visa for 5 years or can I count the time that we were together but was on Tier 2 ICT?

You cannot combine the time spent under tier 2 with EEA partner route which has it's own distinctive route towards settlement. You should complete 5 years as a family member of EU national.

How long or when did your partner become British??

She just became a citizen last month.

You cannot combine the two different route at all. You need 5 years on EEA Route for PR, assuming your spouse is a qualified person exercising treaty rights.

Your 5 years residence starts from the date you got married.

Also note, that as you are on the EEA route, you apply for PR (currently costs £65) and not ILR uner the UK immigration rules (current cost almost £3k).
