I have a Residence Card valid for 5 years, I’ve been on it for 3 years & with the uncertainties of Brexit I thought maybe if possible I’ll apply for a PRC

You would acquire PR automatically when
a) You have resided in the UK with your EEA citizen sponsor for five continuous years AND
b) Your EEA citizen sponsor has either exercised treaty rights or has held PR themselves for those five continuous years

You can apply for a PR Card anytime after you have acquired PR as mentioned above, irrespective of the period pending on your Residence Card.

3. and you have been married for this period
If you are an unmarried partner (extended family member) then, to my knowledge, the 5-year count only starts from the day you get your RC, even if you have been with your partner before that.
