EEA FP for Gay Iraqi - possible without mentioning the name of the EEA citizen?

I am a German citizen living in Germany in a registered civil union with an Iraqi man. He holds a standard German residency permit called "Aufenthaltserlaubnis" as my spouse.
We would like to visit the UK together for a vacation.

How can he get an EEA Family Permit that does NOT mention my name in connection with the words "family member" or "spouse" on the entry clearance sticker? Such information in his passport might put his life in danger the next time he travels to Iraq and runs into some religious militia.

Hi,
I don't think he needs a family permit visa just for tourism. He can get here as a tourist.
If he gets a family permit it would be fo residing in the UK, and as it is a family visa it will say that he is a family member.
