I want to know what I can do now because the home office will again refused my application with any reason.

Dear Ahmed please use some punctuation marks next time, that will make it easier for people to interpret your post. What is the nationality of your cousin? What is his immigration status in the UK? Are you financially dependent on him?
From your post one would assume he has EEA citizenship and has been here since 2007. Does he have permanent residency? Have you read the government's guidance for extended family members?
