Online EEA Family Member Spouse Permit?

I am an Irish citizen, having lived abroad for over 32 years and now planning to live and work in the UK. I will enter the UK and then apply for PR. I would like to now apply online for my American Spouse to receive an EEA Family Member permit, so that he and I can arrive in the UK on 01 August, 2018.
We are currently in Mexico, not near a UK Embassy or Consulate, thus can we complete the full application process online? Thanks very much.
