EEA Family permit Visa- Guidance & direction required

Hi Everyone,

First of all i would like to say a big Thank you to everyone who have offered advice, guidance and help. I've read a lot of posts and its been such a great help for the amount of help and guidance that has been offered.

I am a bit worried or its just me, i am not sure. I am Indian and my wife is UK Permanent Resident/Portuguese passport holder(of Goan family), she has been living in UK for the last 10 years and is Permanent Resident of UK. She has been working here for over 6 years in a good company and lives with her family. Ours is a proper arranged marriage.
I first met my wife through a matrimonial site in Jan 2017, we interacted a lot via facetime/messages and decided to meet each other and I visited UK on tourist visa in April 2017 to meet her in person. I was there for around close to 3 weeks and returned back to India in May, we really liked each other and decided to get married in 2018. It was very difficult time but we stayed connected after that period & decided for a wedding date in May 2018.

We first got married on 4 May 2018, in India, as my wife and her family travelled to my hometown in India. Also, my wife insisted that we have to arrange a marriage immediately for their family in UK(as most of their family members were from France & Portugal) immediately we planned for wedding the next week on 11 May in UK for their family. I applied for visit visa in March 2018 and got approved (my visit visa is valid till October 2018), and came to UK on 6 May. I've been currently living with my wife and her family since then.
Also, I was living in the UK from 2009 to 2011(I completed my Masters degree from 2009 Feb to 2010 June) and applied for Post study work visa which was approved from 2010 Oct - 2012 Oct, during this period i lived in UK till August 2011 & returned back to India.

At this moment i'm worried about the family permit visa, and would really like to know how should i being applying further.
1)Is it correct to apply for EEA family permit visa, while i'm still on tourist visa? I plan to return back to India soon to apply from there.
2)If yes, how do i best explain to the officer of this situation.

Any guidance and help on this would be really be appreciated.

You may apply from within the UK provided your wife is a Qualified person or has Permanent Residence card, there will be no need or requirement to apply from overseas.

Thanks so much for writing back to me.

Yes, my wife is qualified person and also holds Permanent Residence card here.

I'm kinda confused now if i can apply from within the UK, as i have arrived here on tourist visa.

Also, if i should apply from within the UK, should i apply for Residence card or EEA family permit?
Can you please provide me some more information on this.

If you are IN the UK, you apply for a Residence Card.

Family Permit is an application made outside the UK.
