New employment while renewing

Hi everyone,
I’m a non EEA who just renewed my permanent residency. I sent my biometrics on 10/05/18 and the first ECS came back as a “not yet” for my COA. HR are saying they need a positive response in order to commence work.
I’ve held permanent residency since 2007 so do I have any rights at all to commence work without my COA as I already hold permanent residency as I was just getting a renewal done! I don’t want to lose this dream job and I’m just coming off maternity.
I’ve sent an email to home office and their complaints department but said it can take 20 days to reply?!
Any help would be appreciated!
