Non-EEA family member: Permanent residence

EEA PR ON THE BASIS OF FAMILY MEMBER OF EEA NATIONAL
I have submitted my application for eea pr without sponsors original passport as divorce was in process and
she refused to provide original passport. application was considered under immigration law 21(5).
but home office refused the application with no right of appeal.
my eea residence card expired during the application.
please do advice me about available options .
