What is their nationality?
If they need a visa, then you (she) do need to apply for it.
It should be issued free of charge, and quickly (within 2 weeks).
You could try to come to the UK with just the marriage cert. but it might not work.

Sorry for the late reply. I wasn't notified of this message.
This is what you need to do:
https://www.gov.uk/family-permit
The EEA family permit is free [of charge].
Contact the UK embassy in latvia (you).
Tell them you are an Italian and married to a NON-EU national, and you want you spouse to join you.
Provide the documents listed here:
https://www.gov.uk/family-permit/docume ... st-provide
Here are the contact details of the embassy in Latvia:
https://www.gov.uk/world/organisations/ ... bassy-riga
Contact them to ask for a direct appointment, which should be given quickly.
Then your spouse will go there and make the application with the documents from the link above.
Feel free to let me know if you have more questions.

In law he can travel with you across EU land borders. This includes travel by train and some ferries to the UK.

They may have been backed up by evidence that the sponsor was working in the host country, but there are several reports of such entries. Evidence to indicate that the marriage was not one of convenience may also have been carried.
