EEA (FM) Part Payment Refunded by HOME OFFICE (HELP NEEDED)

Dear Members and Experts,
I (Non EU) and my Wife (EU) applied for Permanent residence on 3rd May 2018. My residence card is due to expire in March 2019 but we got married in January 2013 so I applied with my wife on the basis that we have been married for more than 5 years.
But last week HO refunded £40 to my bank account. Does it mean that they have refused or not proceeding with one of our application?
I didn't get any letter from HO yet so getting really confused. Would anybody please give their suggestion if they have idea about this type of situation?
