EEA FAMILY MEMBER Residence Card

Hello Everybody
I am an Italian citizen (EEA citizen). I'm going to accept a job offer in the UK. I'm planning to move to the UK in November 2018.
My wife is from Moldova (non-EEA citizen). Currently she has a Standard Visitor VISA expiring in December 2018.
In case she comes with me in November, is she allowed to ask for obtaining an EEA FAMILY MEMBER Residence Card?
Can she apply online? In case she has to apply by post sending the relevant form how long do they keep her passport normally?
