What format is a non EU permanent residence permit?

Hello. My passport has just a few empty pages left and I will be applying for permanent residence soon.
My current passport has an EEA2 residence permit vignette.
Would I receive another vignette in my passport or is a card issued?
I found a thread that suggests it's card but it's from a couple of years ago.
