UK registration of article 10 holder

Hi all,
My brother who is a Pakistani national hold Cyprus visa under article 10. He received his visa in Cyprus as he was my dependent and i am a Brotish national. I am back in UK and want my brother to join me in UK. Inhave two questions:
1. Can i bring my brother to UK as he currently hold a valid Cyprus residence permit based on article 10.
2. Can i register my brother for a permanent stay in UK based on his Cyprus residence permit issued under article 10 even though i am British national.
Any help would be highly appreciated.
