Eea spouse visa

Iam from uk. My wife and stepdaughter russian. We all lived together in Malta we where married in Malta. We all have maltese Id cards. My wife and stepdaughter just had family visa refused because I when to holland for a month for some training (iam a international logistics driver). My wife and daughter had to return to Russia as my daughter had to renew her passport. I have documents proving I lived and worked in Malta. The rejection was because I when to holland. Even though I would have to return to uk to change my license for international. Could my spouse get eea spouse visa. While my daughter was in Russia her Malta id expired because she turned 14.

This likely due to you not providing sufficient evidence that you genuinely made the center of your life in Malta, not simply because you spent a month in another EEA country. Hence the question of your length of residence in Malta.
Could my spouse get eea spouse visa.
If you can conclusively prove that you genuinely lived in Malta as a family and that life was based there, then yes. This includes documentation on residency and integration in the community (e.g. your and your wife work and community activities, your stepdaughter school registration, etc.).
