I would like to know if holing a permanent residence card gives you the same rights of EEA2 in terms of traveling with or join your EU family member.

You can travel accompanying or to join your EEA citizen spouse visa-free within the EEA if you hold either an Article 10 (Residence Card) or Article 20 (Permanent Residence Card) card.
