Does EEA PRC card holder needs to exercise treaty rights?

Hello,
i(non eea family member of eea spouse) already completed 5 years after getting EEA family member permit.
wife already got PR card and i am about to send my documents for PR.
wife just worked 10 months after PR was granted to her as she have to care kids and i was working through out 5 years.
My question is, will home office consider my application as she was not working for 5 years to exercise treaty right or she is exempted form exercising treaty rights as she's already Permanent residence card holder for last 5 years.
