I would like to know if I can apply for a European Union - Family Member Dependent Visa for my cousin (Mothers Brothers Son) who lives in India. He is 24 years old.
Has anyone applied for such visa and received it?

Unlikely.

You are also a non-EU citizen yourself based on your previous post and cannot sponsor family yourself as you are not the EU citizen and only have a residence card yourself.
