PRC for Unmarried Non-EEA partner

Hi all,

Please here is a brief background;

05/2013 - Application as unmarried partner submitted - Refused by HO
02/2014 - Appeal submitted and case was heard by Tribunal
07/2014 - EEA2 Issued by HO valid for 5 years

The questions are;

1. When is the Non-EEA citizen eligible for Permanent Residence Card?
2. Will the 5 years qualifying period for Permanent residency begin from when application was submitted or when EEA2 was issued?

I think their 5-year QP is up 5 years after they've lived in the UK while simultaneously being the partner of the EEA citizen - provided they have the supporting evidence to prove it and provided the EEA partner has also acquired PR after a 5-year QP.

That's when they can apply for EEA (PR).

I think neither - as above.
