Do I qualify for a UK residence card?

Hello,

I'm a Malaysian national currently living in the UK thanks to a Tier 4 (student) visa, which expires in January 2019. I have recently married an EEA national who has been working in the UK full time for the past 1.5 years and has lived in the UK for the past 12.

Do I qualify for a UK residence card given that my spouse has been working in the UK for less than 5 years and before he started working (when he was a PhD student) he did not have a comprehensive health insurance?

If I don't qualify, what should I apply for?

You should qualify - he should send in an application for a Registration Certificate, and on the same form fill in your details as his dependant - so that you'll get a Resident Card.
If he didn't gave CSI or EHIC during his student years, he can't apply for PR.
You will qualify from the date of your marriage, provided he was exercising treaty rights at the time and since then.
