EEA family permit

Hello All,
Need assistance for EEA family permit
My wife is an french citizen/passport holder and I am Indian citizen, currently we both are residing in India. we are planning to move UK by start of next year, according to EU rights shall we apply for EEA family permit from India??.My wife never been to UK before and we are planning to go together.
please if anyone comeacross same line, guidance would be much appreciated.
