Lately, straightforward applications (eg. worker with 5 P60s) are being processed in 3-4 weeks. But the HO can have 6 months to process them. If the case is more complex - it takes longer.
If yours is not a straightforward application, it's normal for it to take months to be processed. If the six months pass, send the HO a letter and e-mail.

Thank you Sir ,
basically i applied for PR After i had my ROR 2 years ago
there was no need to include my EX `ID and HO issued RC for me
now the law has changed i believe that why is taking longer , i included emails to my ex showing that she doesn't want to communicate at all
as i had ROR Already the main focus should be my treaty right from divorce date up to date .
hope they wont focus on ex ID .

Yes - so clearly yours is a more complex case. Continue waiting - hard, I know! Good luck.

Do Non-Europeans exercise any treaty rights? Isn't that exclusive to EU Citizens?

if you are applying under ROR after divorce your treaty right will be replacing your ex treaty right , starting from decree absolute date . between marriage date and decree absolute date ,only EU treaty right will be counted .
