Dependant parent EEA FM or ...?

Hi,

I hope somebody could guide me where to start from.

Both my husband and i were EEA; in Jan 2018 we became British citizens.
My father (EEA) has been living with us since 2013. We did not put any bills in his name, did not open bank account in his name. We care for him, he lives iwth us.

What is the route to apply for permanent residence for him ... and is there one?

As your father is an EEA citizen, does he have an EHIC card covering his five year residence in the UK?

Alternatively, can he get a letter from the national health provider of his home country stating that he was covered by them for the five years that he was resident in the UK?

Yes, he has the European Health Card covering the entire duration.

Is it a non UK issued EHIC, i.e. issued from his home country??
