Application rejected due to passport?? HELP

Hi there guys!
I’m a non-EEA applying for PR.
I have divorced my sponsor and obtained the right of residence. I even applied for a second residence card stating the right of residence in January 2017.
The thing is, when I applied for the visa I couldn’t provide an original passport, her pictures and signature because she left the UK, so what I did was enclose a copy of her passport certified by the Italian consulate. The very same computer I sent them when applying for the residence card with RoR.
Guess what? They refused the application saying I haven’t send the passport.
We are divorced for heaven’s sake! We didn’t even spoke again after the divorce and that was 2 and a half years ago.

Do you guys think I can reapply and try to make them understand that in a cover letter? Even saying that the RoR was issued after the divorce and basically that kind of ended my ties with her in a way (or hers with me, I should say).
I’m sure she’s not going to agree on sending me any documents or anything even if I ever get hold of her. And I don’t think she’d be wrong! We’re no longer married, so...

Any advices or past situations that might enlighten what I should do when re-applying? (I can’t appeal, only re-apply but that’s ok).

You could appeal even if they say you have no right of appeal, as the regulation confer a right of appeal on you. You should purse that.
