EEA family permit for non-eea family member ( brother )

Hey,
I am British citizen who lives in UK. I have my big brother who is staying as refuge in Latvia for about three years. He doesn't have any passport he only has the residency permit in Latvia. I wanted to apply for an EEA family permit visa from outside UK for my brother. what is the probability for my Will brother to succeed with the visa application?

No chance. As a British citizen, you cannot use the EEA/EU route to sponsor family. Only EU citizens (non UK) can use the route to bring family members.

No, not really. He would have to find a visa he qualifies for in his own right.
