How can my Partner get on my EEA spousal visa?

Hi All,
My Fiancée and I have been living together since September 2016. She's an Australian citizen on a work sponsored Tier 2 general visa. She's been on that for 4 years. But looking at the process of her attaining an ILR it costs just under £3k. So I started to look for alternative ways for her to be able to remain in the country and change work if she needs to. And read about the EEA residence card. As i'm a French citizen I've applied for settled status (I've been in the UK for 25 yrs).
Does she need to apply for the residence card and then apply for settled status as my partner?
If so how can this be done?
Which Application would she need to do first? the residence card application?
Could someone give me some guidance on this?

Yes. As per the Settlement Scheme guidance:

You’ll need a residence card to prove your relationship if you’re unmarried.

As a Residence Card is a precondition for the application for the Settlement scheme, yes, she needs to apply first for the Residence Card.
