EEA Family Permit refusal how do I go about it

I am a non eea national but my mum is a Spanish citizen eea national and she is currently in uk working and exercising treaty right. I applied for a fp and I was refused then I tried using a bus to uk and I was refused the second time base on my first refusal. The bases for my first refusal was not having sufficient documentation as a dependent since I stated I was living with a family and had few money transfer receipt in my name and therefore I was not paying bills. Can I reapply and let them know my situation has changed and am paying bills now. What documents do I need to prove to show my situation has changed and would they judge my case base on my previous application or it would be treated as a new case.

Were you served with any paperwork at your second refusal suggesting you could not apply again for a period of a year or more?
And have I got the correct idea that you tried to enter the UK by bus / ferry and were refused at the point of entry to the UK?
