Switching from Tier-2 to Turkish worker visa after 3 years

Hello,
I would like to learn if anyone has any experience about switching from Tier-2 general to ECAA Turkish worker visa. I have completed 3 years with same employer and would like to apply second indent which will give me ability to change employer in same occupation. When I read the guidance document it look like we have right to do it, but I am not sure about it.

The section is :Cases where the applicant has worked legally for 3 years but is applying under the European Community Association Agreement (ECAA) for the first time
